[NetBehaviour] JPG file size

hi Rich et al,

re: file sizes
just a reminder of a collective decision a while back to keep 
attachment file sizes small.
This is so as to keep list activities accessible to roving NetBehaviour 
subscribers who access their mail through webmail and also to those 
still connecting via dial-up connections.

My personal preference is for images to continue to be posted to the 
list but within the 40k limit.
