Actually they were in the process of formation.
They emitted electromagnetic radiation (light) over the entire
electromagnetic spectrum from radio waves to gamma-rays. The emission
varied with time in most frequency ranges and the causes for the
variations have never been adequately explained.
They are past tense intergalactically speaking.
What was and what never could be.
