As "A Million Penguins" showed, just "crowdsourcing" random content
doesn't work. You need a hierarchical system for receiving, evaluating
and accepting contributions to a project and a means of integrating
and "building" the results for publication. That system can be applied
by a flat social hierarchy as with modern Wikipedia, or it can be
reflected in a formal social hierarchy as with the Linux Kernel's
benevolent dictator and trusted lieutenants.
